Large Budget Screen Production Grant

This is an executive summary of the 12.5% government rebate scheme. Film Factory can provide more detailed assistance with specific projects.

Features, direct to video, TV movies and drama and mini-series all qualify if they meet the expenditure thresholds.

At present, TV MOWs cannot be bundled to meet the expenditure thresholds.

The rebate is 12.5% of QUALIFYING NZ PRODUCTION EXPENDITURE (QNZPE).

The expenditure thresholds are:

  1. Any project over NZ$50 million Total Production Expenditure (TPE).
  2. Any other project that has QNZPE of between NZ$15M and NZ$50M and that NZQPE is at least 70% of the TPE. Thus the TPE must be at least NZ$21.428M.
Co-Productions qualify but cannot access other NZ government funding. Relevant, for example in a UK leaseback deal.

TPE does not include items of expenditure that form part of a normal full budget. Exclusions include financing, development, pre-production, copyright acquisition, overheads, publicity, deferments, advances for deferments or residuals, assets, E&O insurance, perks, entertainment, and the right to exclude the fee and travel and other costs of one nominated person. Note that some of the above expenditure may in some cases be added back in as QNZPE.

QNZPE is all goods and services provided in NZ, including above the line personal working in NZ such as non-NZ actors, producers, HODs, etc (but not if they are short term less than 13 days working in NZ), travel costs TO NZ (but not FROM NZ), NZ development and pre-production, NZ copyright acquisition, NZ overhead, NZ promotion, NZ advances, production insurance, completion bond, freight if paid in NZ.
